FLATE Partners with Statewide Consortium to Prepare Florida's Next Generation of Advanced Manufacturing Technicians

Introducing SMART FL

Florida State College at Jacksonville (FSCJ) is leading a newly formed statewide consortium, SMART FL (Statewide Manufacturing and Applied Responsive Technician Education in Florida), submitted to the National Science Foundation's Advanced Technological Education (ATE) program under its Track 3 Consortia for Innovations in Technician Education. Building on FSCJ's track record of 13 prior NSF ATE awards totaling over $7.5 million, SMART FL brings together five Florida College System institutions, the University of Florida, and industry partners representing more than 300 companies to modernize Engineering Technology education across the state.

Why It Matters

Florida's manufacturing sector grew nearly 68% between 2014 and 2022, and the state is on pace to become one of the nation's top five manufacturing states by 2030. That growth is being driven by automation, robotics, artificial intelligence, and a resurgence in domestic semiconductor production — but Florida's community colleges are not yet graduating enough technicians with the skills employers need. Demand for skilled semiconductor and advanced manufacturing technicians is running roughly 40% ahead of the students being prepared to fill those roles, and nearly half of today's manufacturing workforce is expected to retire or leave the field by 2030. SMART FL was designed to close that gap before it widens further.

A Statewide Consortium

SMART FL is led by FSCJ's Department of Engineering and Technology, in partnership with:

  Daytona State College – developing AI in Manufacturing modular curriculum content

  Palm Beach State College – designing and scaling Raspberry Pi–based automation labs

  St. Petersburg College – hosting statewide faculty professional development events

  State College of Florida, Manatee–Sarasota – leading Programmable Logic Controller (PLC) training

  University of Florida – leading micro-credential design, applied research, and program evaluation

FLATE will serve as the statewide backbone for coordination, dissemination, and faculty professional development, working alongside strategic collaborators including Florida's Statewide Engineering Technology Industry Advisory Board (SETIAB), the Florida Semiconductor Institute, FloridaMakes, CESMII (the Smart Manufacturing Institute), CareerSource Florida, and NSF's National Center for Next Generation Manufacturing (NCNGM). SETIAB in particular will play a central role, serving as the statewide forum where employer-validated skills and competencies identified through local Business & Industry Leadership Team (BILT) meetings are reviewed before being advanced to the Florida Department of Education for adoption into Engineering Technology curriculum frameworks.

Goals of the Project

  Goal 1: Strengthen education–industry partnerships to align technician education with emerging smart manufacturing workforce needs, including a formal statewide partnership with CESMII and statewide implementation of the BILT model.

  Goal 2: Modernize and expand curriculum and pathways in semiconductor, AI, and smart manufacturing across the Florida College System, including new AI in Manufacturing course modules and stackable micro-credentials.

  Goal 3: Build statewide faculty capacity through hands-on training equipment and a three-level PLC professional development sequence, expanding access to experiential, skills-based instruction for at least 300 students during the project period.

Expected Impact

At least 300 students are expected to benefit directly during the four-year grant period,and 68 Florida faculty will be trained in smart manufacturing, AI, and PLC instruction — expertise they will carry forward to reach thousands of additional students in the years ahead. Project deliverables include over 200 products such as curriculum frameworks, training modules, stackable micro-credentials, and hands-on labs, all disseminated statewide through FLATE, SETIAB, and the semi-annual Engineering Technology Forum, and nationally through ATE Central, CESMII, and the NSF ATE network.

SMART FL represents a significant, coordinated step toward ensuring Florida's Engineering Technology programs — and the industry partners and boards like SETIAB that help shape them — keep pace with the rapid evolution of smart manufacturing, AI, and semiconductor technologies.

SETIAB Welcomes Newly Elected Leadership Team

The Florida Statewide Engineering Technology Industry Advisory Board (SETIAB) was created in Spring 2023 to engage Florida manufacturers with the state colleges that offer two- and four-year degree programs in Engineering Technology (ET). SETIAB's goal is to ensure that the more than twenty ET programs across the state continue to meet the rapidly evolving needs of industry, to raise the visibility of the skills and competencies of program completers, and to elevate awareness of the A.S. and B.S. Engineering Technology degree programs statewide.

As SETIAB continues this important work, the board is proud to introduce its newly elected Chair, Vice Chair, and the continued support of the Secretary, who will help lead the organization into its next chapter.

New Chair: Joe Corley

Joe Corley, the newly elected chair of SETIAB, is a seasoned manufacturing executive with extensive leadership experience in quality and operations. Prior to his retirement, he held management roles in both large and small organizations, where he focused on building high-performing teams, driving product excellence, and fostering a culture of continuous improvement. Throughout his career, he demonstrated a strong ability to identify and implement data-driven process enhancements by collaborating effectively with employees and drawing on operational best practices.

Deeply committed to developing the next generation of skilled tradespeople, Joe serves on multiple boards dedicated to strengthening connections between education and industry. These roles enable him to support initiatives that prepare future employees and leaders for careers in manufacturing, logistics, and distribution.

New Vice Chair: Kon Champavannarath

Kon Champavannarath, the newly elected vice chair of SETIAB, is driving digital transformation across healthcare and manufacturing. After serving 13 years in healthcare IT leadership, followed by a decade as Chief Information Officer in manufacturing, he now leads Operational Technology for a Fortune 500 wood products manufacturer.

Throughout his career, Kon has focused on aligning technology with business strategy, helping organizations improve safety, productivity, and profitability through automation, data-driven decision-making, AI, and smart manufacturing initiatives. He is passionate about bridging the gap between executive leadership and technology teams, demonstrating how technology investments create lasting business value through operational improvement rather than implementation alone.

Kon is an advocate for developing future leaders and frequently shares insights on digital transformation, manufacturing innovation, leadership, and operational excellence.

Continuing as Secretary: Vincent Harmon

Vincent Harmon is continuing as the Secretary of SETIAB. Vincent serves as Senior Manager of Operational Excellence at Coca-Cola, bringing valuable industry experience to the board's record-keeping and administrative leadership.

60th Annual FACTE Conference Celebrates 100 Years of Career and Technical Education Leadership

The 60th Annual FACTE Conference & Trade Show, held July 12–15, 2026, at the Renaissance Orlando at SeaWorld in Orlando, welcomed approximately 700 career and technical education (CTE) professionals from across Florida to celebrate the 100th Anniversary of the Florida Association for Career and Technical Education (FACTE).

The four-day event featured more than 140 professional development sessions, a vibrant trade show with nearly 50 exhibitors, networking opportunities, and recognition of outstanding educators and partners dedicated to advancing Florida's workforce. The conference brought together educators, administrators, industry leaders, and workforce professionals committed to preparing students for high-demand careers.

The FAITE and FAA Divisions kicked off the conference with a pre-conference tour of Lake Technical College, where participants explored the Advanced Manufacturing and CNC labs, learned about emerging workforce programs, and participated in a panel discussion on future workforce opportunities.

As a longtime partner, FLATE was proud to collaborate with FACTE and the Florida Association of Industrial and Technical Education (FAITE) in delivering professional development that strengthens manufacturing and engineering technology education across the state.

Theresa Waller wins 2026 FLATE Distinguished Manufacturing Secondary Educator of the Year Award

Congratulations to Theresa Marie Waller, Program Planner and High School Electrical Instructor at Charlotte Technical College.  With over two decades of hands-on expertise in the electrical trade and a profound commitment to workforce development, Theresa stands as a leading voice for technical education in Southwest Florida. Currently serving as a lead instructor at Charlotte Technical College (CTC), she translates 20 years of field-hardened experience into a curriculum that empowers the next generation of the advanced manufacturing and construction workforce.  

Waller’s journey into the trades was more than a career choice; it was a life-altering transformation. After finding herself as a lost teenager without a clear trajectory, the manufacturing and building community provided the structure, discipline, and mentorship she needed to thrive. This personal history fuels Waller’s teaching philosophy today: she views the shop floor not just as a place to learn a craft, but as a crucible for building humble character, resilience, and professional pride. 

Theresa’s contributions to manufacturing and technical education have been recognized at the highest levels of her district and industry and are defined by a 20-year foundation in the electrical trade and an unwavering commitment to workforce development at the local and state levels,

  • January 2026: Top Five Finalist for Teacher of the Year for Charlotte County Public Schools: Recognized as a premier educator within the district for her impact on student success and technical excellence.
  • November 2025: Teacher of the Year, Charlotte Technical College: Awarded for her dedication to the CTC community and her ability to translate complex trade skills into career-ready competencies. 
  • June 2025: CDBIA P.A.L.M. (Professionals Actively Leading and Mentoring) Award Winner, recognizing her exceptional efforts to bridge the gap between education and industry partners. The award highlights her role in the cooperative effort between the NAHB, FHBA, and Future Builders of America (FBA) to fund and support construction and manufacturing programs. 
  • June 2025: Fierce Women in the Trade Award: Recognized in Charlotte County for her leadership and for breaking barriers for women in skilled industrial trades. 
Beyond her awards, Theresa is a Certified NCCER Instructor in Core and Electrical Level One, ensuring her curriculum meets rigorous national standards. She has been instrumental in integrating her students into the Future Builders of America (FBA) and the Home Builders Institute (HBI), providing them with direct pipelines to the professional workforce. Her leadership extends deep into the regional industry through her active membership with the Charlotte-Desoto Building Industry Association (CDBIA). Through this membership and her 20 years of field experience, Theresa serves as a vital link between Charlotte Technical College and the regional manufacturing and building associations, ensuring the next generation is both ""Fierce"" and technically proficient.

Looking toward the future, Waller’s vision for the Electricity Program at Charlotte Technical College is one of radical inclusivity and excellence. She is dedicated to bringing out the "best and brightest" in every student, regardless of their background or starting skill level. Guided by the belief that every student possesses a unique gift, Theresa makes it her personal mission to ensure those talents are recognized and polished. Her goal is to see the CTC program grow by leaps and bounds, continuing to serve as a premier pipeline that shapes the future of manufacturing and engineering technology in Florida and beyond.       

When asked why she thinks manufacturing education is important, Waller states:

Manufacturing education is the fundamental infrastructure of modern civilization. In other words, it is the study of how "things" are made—from the precision-machined components in medical devices to the structural steel that supports our cities. Without this specialized education, the world as we know it would lack the essential structures and products required to function. Manufacturing is not just about operating machinery; it is about mastering the intersection of technology, math, and physical craftsmanship to solve real-world problems.  However, the value of this curriculum extends far beyond technical proficiency. It instills a rigorous "shop floor" work ethic characterized by humility, resilience, and a professional outlook.

For Theresa Waller, this field was a life-altering turning point. Once a teenager drifting toward an uncertain future, she found that the manufacturing community offered the structure and mentorship she lacked. This career path replaced a sense of being lost with a sense of mastery and belonging.  Today, she utilizes her position at Charlotte Technical College to pay that mentorship forward. By translating complex industrial processes into accessible skills for her students, she demonstrates that manufacturing is a bridge to a stable, dignified future. Her journey from a struggling student to a leader in technical education proves that when we invest in manufacturing, we aren't just building products—we are building people. By shaping the next generation of technicians, she ensures that both her students and the industry continue to move forward with purpose.

Carrie Meyers of FSU InSPIRE Wins 2026 FLATE Distinguished Manufacturing Partner Service Award

Congratulations to Carrie Meyers, Director of Education and Workforce talent for FSU InSPIRE at Florida State University’s Learning Systems Institute (LSI)!  Meyers serves to guide the educational strategy of a long-term regional initiative designed to strengthen Northwest Florida’s talent pipeline for high-demand industries, including advanced manufacturing and aerospace.  A veteran educator with nearly three decades of experience spanning kindergarten through college instruction, she is known for translating complex STEM concepts into classroom-ready learning that builds both technical competence and durable workforce skills. Her career includes extensive work in mathematics education, STEM integration, and digital learning innovation, along with authorship of standards-aligned mathematics resources and development of interdisciplinary STEM curricula and tools used by educators and students. 

In her InSPIRE role, Meyers champions workforce-connected professional learning that positions educators as “workforce multipliers”, equipping teachers with the confidence, credentials, and curriculum needed to bring real-world advanced manufacturing and engineering technology contexts into K–12 learning. She has led and supported professional learning experiences that blend emerging technologies (including AI, prompt engineering, and engineering design pedagogy) with practical applications tied to regional career pathways and industry needs. For example, she created and delivered AIENGIN102, a course that equips educators to design open-ended engineering lessons using AI tools while emphasizing ethics, bias, and real-world problem solving connected to aerospace and advanced manufacturing pathways.  In recognition of her innovation in education, Meyers and her team received Florida State University’s Ralph Stair Prize in Innovative Education in 2025, an honor that aligns with her leadership in developing and advancing AI-focused coursework and pathways within InSPIRE.  

Meyers is also a visible advanced manufacturing champion who builds bridges among schools, industry partners, and statewide manufacturing networks to expand career awareness and authentic engagement. Her work includes leading regional efforts connected to Advanced Manufacturing Month; organizing and supporting local school STEAM events that connect students and families with manufacturing careers through industry panels and interactive, hands-on demonstrations; and creating opportunities for educators and students to “see themselves” in modern manufacturing through relevant experiences and exposure to real workplaces and workforce professionals.  A hallmark of her approach is designing educator experiences that translate directly into student opportunity. Meyers strengthens educator-to-workforce pathways by bringing external partners into InSPIRE learning experiences and helping teachers convert professional learning into student-facing programs, resources, and next-step options. She has also supported credential-aligned learning opportunities through partnerships that help educators earn workforce-relevant badges and build practical capability, supporting regional readiness for technical careers in advanced manufacturing, aerospace, and related fields. 

Beyond her regional workforce efforts, Meyers’ broader portfolio reflects deep expertise in research-to-practice implementation, including leadership roles in statewide educational initiatives, assessment development, and digital resource creation for teachers. Her work has extended internationally through mathematics standards development and educator capacity-building projects, reinforcing a career-long commitment to scalable, research-based solutions that improve learning and opportunity.  Across all of her work, Carrie Meyers is driven by a workforce-centered goal: ensure educators and students in Northwest Florida have access to the skills, credentials, experiences, and industry connections that make high-wage, high-demand career pathways, especially in advanced manufacturing and aerospace, real, visible, and attainable.   

When asked why she thinks manufacturing education is important, Meyers states that 

Manufacturing education is essential because it builds the technical and durable skill foundation that students and workers need to succeed in a rapidly evolving, high-tech economy and that modern manufacturing is no longer defined by routine production alone; it requires proficiency in advanced technologies (automation, additive manufacturing, data analytics, and AI-enabled systems), along with problem-solving, communication, and quality-focused decision-making. Early and sustained exposure helps learners understand what manufacturing careers actually look like today and expands access to high-wage, high-demand opportunities. 

Meyers points out that manufacturing education strengthens regional competitiveness by aligning talent development with employer needs and by accelerating pathways from K-12 through technical college, higher education, and adult upskilling. When educators have the content knowledge, tools, and industry connections to embed authentic manufacturing and engineering contexts into instruction, students develop stronger STEM identities, clearer career awareness, and more confidence to pursue technical pathways. This is especially important in regions like Northwest Florida that are experiencing growth in aerospace, defense, and advanced manufacturing, where workforce shortages can limit economic development.  She goes on to state that:

Manufacturing education supports equity and community resilience by providing multiple entry points into meaningful careers, including stackable credentials and industry certifications. These pathways allow learners to upskill over time as technology changes, ensuring that the workforce remains adaptable and that local communities can sustain long-term growth.  Creating our future makers is not just essential, it is a skill that must be nurtured with time and commitment. Just like practicing reading, playing the piano or working out to be the best in an athletic event, supporting our manufacturing future must start with our youngest makers and inventors. They need time to build muscle memory in how to solve problems, create new ideas, test and redesign and know they play the most essential part in America’s Manufacturing future and success!  

Carrie Meyer’s outstanding contributions to manufacturing and/or engineering technology education and training include the following:

  • April 2026: Coordinated with Florida Makes and FLATE an industry–education speed networking event designed to connect teachers directly with advanced manufacturing and engineering technology partners.
  • Sept 2025: Co-presented at the FLATE Engineering Technology (ET) Forum on “FSU InSPIRE,” sharing a replicable model for workforce-connected professional learning that helps teachers become “workforce multipliers.” 
  • Fall 2025: Helped lead regional advanced manufacturing career awareness efforts tied to Advanced Manufacturing Month, partnering across education, industry, and statewide manufacturing networks to broaden student exposure to modern manufacturing careers and pathways.

  • 2025-26 School Year: Organized and supported 3 local school STEAM events that intentionally connected students and families with advanced manufacturing careers by bringing in industry experts and manufacturing partners for panel discussions and interactive booths. Events featured hands-on additive manufacturing demonstrations, including 3D printing connected to modern advanced manufacturing. 
  • Summer 2025: Supported implementation of the ROBO101 summer course and strengthened educator-to-workforce pathways by inviting Jolee Martin to present about  Florida Makes across all InSPIRE courses. Over 300 teachers have heard her sessions helping teachers understand how to translate course experiences into student opportunities and next-step program options. 
  • Jan 2025: Created and delivered AIENGIN102 (“Leveraging AI Prompt Engineering for Engineering Design Pedagogy”), equipping educators to design open-ended engineering lessons using AI and Microsoft Word while emphasizing ethics, bias, and real-world problem solving connected to aerospace and advanced manufacturing career pathways.  
  • Summer 2024: Supported launching industry-education credentials with Microsoft and FSU, including AI educator certification and Microsoft Office Specialist skills for teachers and students in advanced manufacturing and aerospace. The course emphasized e-reader and graphic novel creation to highlight STEM and manufacturing innovations. Teachers also toured FSU’s wind tunnel and High-Performance Materials Lab to learn about composite materials.

Mayra Socarras wins 2026 FLATE Distinguished Manufacturing Post-Secondary Educator of the Year Award

Congratulations to Mayra Socarras, Assistant Professor of Semiconductor Engineering Technology at Valencia College in Florida's High Tech Corridor, where she leads the state's only Associate of Science (AS) program in Semiconductor Engineering Technology. Drawing on her engineering experience, Socarras is bridging critical gaps in STEM education by also teaching in the Math Department, specializing in Developmental Math to help students unlock opportunities in high-tech fields while advancing workforce development and talent pipelines essential to Florida's semiconductor industry. As an innovative educator specializing in active learning, she is dedicated to fostering the next generation of engineers and technologists.

A leader in robotics and engineering mentorship, Socarras has served as head coach for FIRST Lego League teams, earning the President of the United States Volunteer Service Award for her community contributions and demonstrating a deep commitment to fostering STEM innovation. Her teams—The Fellowship of the Brick, The Girls’ Army of Engineers, and Knights of the Old Republic—garnered top statewide honors in Florida, including Outstanding Technical and Team Performance, Robot Design, Robot Performance Score, Project Presentation, and Teamwork, with a first-place tie in the 2010 State FLL Competition.

Mayra's engineering foundation stems from her tenure as a Senior Design Engineer at The Boeing Company from 1987 to 1999, in NASA’s Space Shuttle Program. She received NASA's Return to Flight Group Achievement Award for her electrical systems review following the Space Shuttle Challenger accident, contributing to NASA’s STS-26 Return to Flight mission. She holds a Master of Science in Industrial Electronics and Computers and a Bachelor of Science in Electrical Engineering from the University of Miami.  

When asked why she thinks manufacturing education is important, Socarras states

The manufacturing sector is currently facing a significant talent shortage. Due to retiring workers, insufficient new qualified applicants, evolving skills requirements and lack of visibility, millions of jobs could go unfulfilled. Education and training programs directly help close this gap by preparing students to apply and succeed in these roles. Manufacturing jobs often offer competitive compensation, benefits and advancement opportunities. Therefore, manufacturing education often serves as a bridge between poverty and the middle class. Modern manufacturing relies on advanced processes like automation, robotics, data analytics and smart factories, manufacturing education ensures workers from all walks of life can implement and optimize these technologies rather than being left behind. Due to outsourcing manufacturing to other countries, the United States in the last few decades has become dependent on foreign suppliers which has weakened our economy. Currently, the United States has changed its policies in favor of bringing back manufacturing within our borders, in order to satisfy trading partners, grow our GDP, create high-paying jobs, and help families prosper. As a matter of national security, manufacturing education is critically important. By investing in robust manufacturing education, the United States can not only fill critical gaps but also secure a resilient, self-sufficient economy that empowers workers and strengthens the middle class.

Semiconductor Cleanroom
Mayra Socarras has made outstanding contributions to manufacturing and engineering technology education and training through developing the curriculum for Valencia College’s A.S. degree in Advancing Emerging Industries. This forward-looking program equips students with essential skills in semiconductor manufacturing, directly addressing the manufacturing sector’s significant talent shortage caused by retiring workers, insufficient new qualified applicants, evolving skills requirements, and lack of visibility, this gap threatens millions of unfulfilled jobs.  

Intro to Electronics
The curriculum prepares students to apply and succeed in roles that offer competitive compensation, benefits, and advancement opportunities, serving as a bridge between poverty and the middle class. It ensures workers from all walks of life can implement and optimize advanced technologies rather than being left behind. By supporting the United States’ policy shift to reshore manufacturing, the program helps reduce dependence on foreign suppliers, grow GDP, create high-paying jobs, and strengthen families and the national economy.  Through this initiative, the nominee has advanced the education and training of the future advanced manufacturing workforce at Valencia College.

2026 Spring Forum on Engineering Technology - Advancing Faculty Development and Florida’s Manufacturing Talent Pipeline

The statewide Forum on Engineering Technology (ET) was held April 16–17 at Daytona State College, Florida. The 57th Forum brought together 55 participants representing 19 Florida state and community colleges, two universities, and special guests from Moraine Valley Community College. 

This year’s event welcomed first-time faculty participants from Eastern Florida State College, St. Petersburg College, and the College of the Florida Keys, further expanding the ET community of practice across the state.

The program also featured timely sessions on AI for Educators led by NCyTE, as well as updates and engagement opportunities from FAME USA, AMI, and ASME industry partners, highlighting emerging manufacturing trends. In addition, the Florida Department of Education and ET Forum leadership provided key updates on new ASET specialization pathways and statewide program developments. Together, these sessions offered practical insights, resources, and connections to strengthen both new and experienced faculty.

For decades, the ET Forum has served as a vital platform for connecting Florida’s diverse, geographically distributed engineering technology community around shared challenges and priorities. With support from the Florida Department of Education, FLATE collaborates with the ET Forum network to strengthen the consortium, share statewide initiatives, support professional development, foster industry–academia collaboration, and engage in curriculum framework review and reform. Over time, the Forum has evolved into a true statewide community of practice.

Engineering Technology Forum Shapes Next-Gen Manufacturing Curriculum in Florida

Update on Advanced Manufacturing Specialization Transition

As reported at the ET Forum at Daytona State College by Robert (Bob) Blevins, Florida Department of Education (FDOE) Assistant Director, and Sam Ajlani, Associate Professor and Program Manager for Engineering Technology at the College of Central Florida, the Advanced Manufacturing Specialization, along with its four College Credit Certificates (CCCs), will not be removed in 2026–27 in favor of the new Automation and Manufacturing Specialization due to the current lack of approved CCCs supporting the new pathway.

The new specialization will move forward once its CCCs are developed and approved by FDOE, at which point the existing Advanced Manufacturing Specialization and CCCs will be phased out. Development of the new CCCs will be led by ET Forum subcommittees, with work beginning in the fall, continuing through spring, and targeted for completion by Spring 2027.

The ET Forum plays a key role in addressing Florida’s Technician Industry 4.0 skills gap by bringing together industry and education partners to ensure programs align with evolving workforce needs in automation and advanced manufacturing.

Strengthening Alignment in Manufacturing Education Pathways

The Florida Department of Education is exploring new AS degree structures that align more clearly with the Standard Occupational Classification and Classification of Instructional Programs codes. While some CCCs were updated in recent years to reflect federal CIP changes, current efforts aim to strengthen alignment for improved workforce tracking further.

This work may lead to the development of new AS degree programs that better connect education pathways with industry needs and reporting standards.

What's So Cool About Manufacturing® Video Contest - South Florida

On April 15, 2026, FLATE, in partnership with the South Florida Manufacturers Association (SFMA), part of the FloridaMakes network, proudly celebrated the participants and winners of the first ever “What’s So Cool About Manufacturing® South Florida” student video contest. South Broward High School hosted the red-carpet awards ceremony.

This milestone event marked the culmination of months of dedication, creativity, and collaboration. Middle school students from Broward, Miami-Dade, and Palm Beach counties stepped into the world of manufacturing storytelling—showcasing real companies, real careers, and real impact—while being guided and encouraged every step of the way by committed teacher-mentors and local manufacturers who generously shared their time, expertise, and passion for the field.

What stood out most was the students themselves—their curiosity, teamwork, and pride in telling manufacturing stories that matter. Each video reflects not just technical learning, but growth in confidence, communication, and career awareness.

A heartfelt thank you to all students, educators, industry partners, and judges who made this inaugural South Florida celebration such a success. Together, we are building more than a contest—we are strengthening the talent pipeline and opening students’ eyes to the many exciting STEM and manufacturing pathways in our region.

Industry 4.0 Skills for Manufacturing Technicians: Adjusting Engineering Technology Programs to Respond to Industry Identified Skills

The National Science Foundation project Updating Florida's ET Career Pathways for Industry 4.0 Engagement was concluded on December 31, 2025 and its final report submitted in March 2026.  This project was led by FLATE (PI, Dr. Marilyn Barger). FLATE, a former NSF-ATE-supported Center for 20 years, is now part of FloridaMakes, the Florida Manufacturing Extension Partnership (MEP). The U.S. MEP program is supported by the Department of Commerce. 

The grant was awarded in March 2022 to update the A.S. Engineering Technology program to include Industry 4.0 skills identified in a previous small conference grant (Future of Work Caucus) which brought Florida industries and educators together to define needed emerging manufacturing technician skills.

The grant had four highly active co-PIs: Sam Ajlani, College of Central Florida, Dr. Ron Eaglin, Daytona State College, Dr. Mori Toosi, Polk State College, and Dr. Sidney Martin, St. Petersburg College. They enthusiastically promoted engagement from twenty Florida College System colleges offering Engineering Technology in all aspects of this work. Additional recognition for their contributions goes to Dr. Jay Patterson and Susan Frandsen of St. Johns River College, and Shirley Dobbins of Hillsborough College.

This grant has successfully executed its grant-stated goals, promoted national awareness of Florida’s 2-year Engineering Technology degree program, and allocated its resources to support their continued success. The project had several goal areas with significant outcomes. 

The first goal was to determine the specific Industry 4.0 skills needed by the manufacturing industry in Florida. This goal required reviewing recent industry survey responses by having the 2-year college faculty who teach these skills review the responses, identify those that they already cover in some courses, and determine which of the industry responses were most important in their region. These data were collected from the twenty Florida Colleges that offer Engineering Technology A.S. degree programs and aggregated and analyzed. The outcomes included skills related to data (e.g., logging, visualization and interpretation) industrial networking and practical knowledge of cybersecurity hygiene. These topics would be included in a revision of the state level curriculum frameworks for the AS Engineering Technology degree. These frameworks do not define specific courses, but rather the skills that students must become proficient in (they can be taught in any appropriate course using new modules or units). The new standards were written by grant personnel, approved by the colleges and submitted to, and approved by the Florida Department of Career and Adult Education. College faculty are identifying which courses in their programs will include these topics and are developing appropriate curriculum modules. Important outcomes of this process: that it included all stakeholders, had a high level of participation throughout, and the collaborative nature of the work.

A second goal area focused on providing professional development for those faculty that need it for teaching the new skills needed. FLATE partners with Florida ET faculty, ATE experts and industry partners to provide educator professional development. It also leverages equipment at various college partners. For this project, FLATE hosted the NYcTE National Center for 2 workshops (Cybersecurity for Manufacturing and Implications of AI for Education). We also engaged with the Manufacturing Technology Deployment Group (MTDG) and FloridaMakes to develop tools for teaching and implementing edge computing capabilities in the 2-year Engineering Technology programs. With that foundation, we extended the edge computing workshop to shift to a smaller and more affordable microcontroller (Raspberry Pi) platform. Additionally, a small cohort of faculty worked through a series of five in-person workshops to upgrade their programmable logic controller programming skills. All the workshops above involved hands-on training. These hands-on workshops were complemented with several in-person and virtual technical webinars, presentations and demonstrations during the grant period.

This project’s third major goal area was to engage more industry partners with the colleges across the state. We did this by standing up a statewide industry advisory board (SETIAB – Statewide Engineering Technology Industrial Advisory Board) with the approval of the Florida Department of Education and a small industry focus group drawn from college local advisory boards. This small group developed a draft of the state board’s mission and operating “charter”. Industry members were recruited from local program advisory boards. The SETIAB meets in conjunction with the bi-annual Engineering Technology Forum (ET Forum) meetings. It convenes ET college faculty, program coordinators, vendors, and industry at different colleges around the state. A new SETIAB website highlights members of the SETIAB (https://fl-ate.org/setiab/). It is hoped that the SETIAB will elevate industry’s awareness of the ET program and encourage more manufacturers to engage with their local college program and this statewide advisory board.

To share the project’s work, the team engaged in many outreach and dissemination activities. These included several referred conference proceeding papers, presentations and posters at conferences including the American Society of Engineering Education (ASEE), High Impact Technology Exchange (HITEC), the NSF ATE PI, Florida Association of Career and Technical Education (FACTE), the Florida Career Pathways Network (FCPN) and others. The project also produced videos highlighting the new curriculum, faculty, the ET colleges and the SETIAB. Supporting Pipeline Development — FLATE Serves as Special Projects Judge at K–12 STEM Fairs

Across Florida, K–12 STEM and science fairs are doing more than showcasing student projects — they are building the future workforce. These events give students the opportunity to explore real-world challenges, apply critical thinking skills, and present their ideas to industry and education professionals.

The State Science & Engineering Fair of Florida will take place March 31–April 2, 2026, in Lakeland, bringing together top student innovators from across the state. For many participants, this state-level competition represents the culmination of months of research, experimentation, and problem-solving — and for some, it opens the door to national opportunities.

FLATE proudly served as a Special Projects Judge at the K–12 Regional STEM Fairs in Hillsborough County and Pinellas County in February 2026.

More than 800 students representing 305 schools presented innovative projects spanning engineering, robotics, environmental sciences, and emerging technologies. The winning Special Project received prize funding and scholarship support generously provided by the Bay Area Manufacturers Association (BAMA), along with other dedicated local and national partners.

Why Participation Matters

STEM fairs are a powerful entry point into high-demand fields like advanced manufacturing, engineering, and technology by:

  • Building confidence and communication skills
  • Strengthening problem-solving and technical abilities
  • Connecting students with industry professionals, and
  • Inspiring career exploration at an early age.

How the Process Works

While guidelines vary by district, most STEM fairs follow a similar pathway:

  1. School-Level Fair: Students develop independent research or engineering projects during the school year.
  2. District/Regional Fair: Top projects advance to a county or regional competition and are evaluated by volunteer judges.
  3. Judging & Awards: Projects are reviewed within discipline categories and may receive medals, scholarships, or advancement opportunities.
  4. State Advancement: Exceptional projects move on to compete at the State Science & Engineering Fair of Florida.

FLATE encourages educators to continue fostering inquiry-based learning in the classroom, students to challenge themselves by participating, and community and industry partners to serve as mentors, sponsors, and judges.

When education and industry collaborate, we strengthen Florida’s STEM pipeline and help students see themselves as the next generation of innovators, engineers, and advanced manufacturing leaders.

Florida Students Shine at NSF ATE PI Conference

The annual NSF ATE Principal Investigator Conference, hosted by the American Association of Community Colleges (AACC) was held in Washington, D.C. the last week of October.  Two Engineering Technology students from Polk State College participated in the conference and wowed many attendees with their poster presentation “Industry 4.0 Integration”. The Polk State team collaborated with a team from the Instituto Tecnológico de Mérida, Mexico. The project connected real-time OT and IT data systems to enhance cross-cultural learning and develop smart manufacturing competencies across international teams. 

Click on their poster to learn more. Over fifty student posters from advanced technology programs across the country filled the Regency Ballroom at the Omni Shoreham Hotel the afternoon of October 28.

The students, sponsored by the NSF ATE grants at their colleges and supported by the annual conference, are an integral part of the conference program, showcasing the highly skilled technician graduates from these programs. In addition to their poster presentation, the students meet with attending industry representatives, attend plenary sessions, visit D.C. museums, and are recognized by the conference organizers and faculty during an awards breakfast. It’s a proud moment for the student and their mentors alike as we anticipate them taking their roles in today’s advanced technology workplaces and moving into leadership positions.

Dr. DeRionne Pollard, President & CEO, AACC, also presented Jasmine Brown, with an AACC award for excellence at the conference. Jasmine stated that for her, the highlight of the conference was presenting their Global Industry 4.0 Skills Development project and sharing the impact of their cross-border collaboration. 

"It was inspiring to engage with educators, researchers, and industry professionals who each offered different perspectives on Industry 4.0. Some described their institutions as still transitioning through Industry 3.0, while others felt they were on the evolving edge of technological transformation. Hearing these diverse experiences helped me see how the adoption of smart manufacturing and digital integration varies widely across regions, yet we all share the same goal of preparing the next generation of skilled technicians and engineers".

In addition to hosting a booth display at the ATE Connects showcase session, the FLATE team attending the conference presented an Innovation Demonstration, “Preparing Operation Technicians for Process Control in Industry 4.0 Workspace”. This fast-paced session focused on using a hands-on simulated antenna system to enforce PID (proportional, integral, differential) control models in Industry 4.0 environments.
